Party Calls For 'Correction;' Conciliation Seen

Here's a new Portuguese-language story this morning from a different source, the Journal of Sao Tome, an infrequently updated Website that has fairly straightforward coverage of local issues most of the time. The first paragraph merely says that the Party of Democratic Unity feels the oil negotiations were handled in a disorganized way that that did not defend the interests of Sao Tome on the Joint Ministerial Council.

What is striking in the report is the moderate tone of the party's leader and the apparent willingness to try to move forward with the licensing round while correcting the mistakes that were made in the second auction. This seems to be a conciliatory effort to bring Sao Tomese together and get on with their nation's business. It may represent a change of tone and direction that most would find welcome.

I will try to translate the rest soon:

PCD considera «desorganizada» participação de São Tomé no «dossier petróleo»

PCD considers oil negotiators 'disorganized'

For Lionel Mario D'Alva, to intervene as the President of the Republic, Fradique de Menezes has so that other parties, with or without the approval of parliament, and individual persons bring about these results of the second auction of oil blocks, leads to a belief that there is no confidence among the Sao Tome representatives in their negotiations with the Nigerian side, and D'Alva considers them in some ways "disorganized."

In the opinion of the PCD, the negotiation of such a complex dossier could be safeguarded by the existence of a structure in which a pyramid of directors
is established so that in any instance that may occur again where a person has an undefined conflict, as seems to be the case, that instead of trying to cloud the eyes of public opinion, we are confidently defending the higher interests of the state in the matter.

The party is launching an appeal to ovveride those aspects that, in its opinion, merit correction.

No problem, let me summurize as best as I can....

San tome: Officials from the petroleum council have recieved their 5th straight horses head sent from the United States. Awards are imminent within the next several days. Details being worked out. Officials stress that the process would be much faster if a certain individual would stop calling and asking us if we are golden yet. JDA spokesman Sam Dimka is out on stress leave and will return in a fortnight.

sorry, continued from above, ....officials are still perplexed by the rash of horse heads being sent. "Please send the entire horse for god's sake stresses one emancipated oil official, we could eat and make shoes", "this is the most we have recieved in months" says another haggled looking petroleum expert. "Does anyone know a good recipe for horse head soup". Still many here stress we are happy as hell and look forward to a real meal soon.

Joe,

I used to read RB avidly to see where things stood with ERHC, but realized that they don't know what the hec they are talking about. They fumble to understand articles written in Portuguese, and always end up speculating and reading into it what they want to believe instead just reading your accurate translations. And who are these people who claim to be getting first hand info from the JDA or Sam Dimka?? Their info has been consistently false or just down right lies! You are the only one that has had reliable sources update you as to the real deal! Obviously, things are going to take time to solve, and for those who are sick and tired of waiting sell now!
