According to their site, there's news about Sao Tome at the Petroleum Intelligence Weekly, which came up when I searched their site (http://www.energyintel.com/PublicationHomePage.asp?publication_id=4) for the term "JDZ."
Unfortunately, it's $24 to access the 128-word article, about the length of this one. I suspect the article is about the country's dismay over not yet receiving a penny of its promised $49 million in signature bonus fees from the winners of Block 1.
There is an article on that topic at Vitrina, the Portuguese-language daily news site (http://www.cstome.net/vitrina/). The PEW article may be a rehash of this, but it's possible they have actually gleaned some intelligence on a topic we've missed. The Vitrina article, with a crude translation, was already posted by Ruby1100 on Raging Bull's ERHE message board.
